Description
This includes:
- converter: otherwise clients always need to link against the sync library even if the sync itself is running in another process
- protocol for event serialization: this is also required for rsbbag. (jan?)

Moved from old timesync project to be part of the overall rsb project. timesync seems to be quite essential for some use cases with RSB. Hence we moved it to the main project as a tool.
