Handle Eigen3 / Eigen2 dependency in debian packages

Description
Since r237 nemomath is compatible to eigen3 and eigen2. Since this is checked at configure time, we would need to handle this in Debian packages. Do we want to have packages like
nemomath0.4-eigen2andnemomath0.4-eigen3?
Since eigen and nemomath are header only, it may also be possible to deliver the nemomath-dev package without binaries and handle this dynamically (checking for eigen version at the time when building against nemomath - would require nemomath to provide the according cmakeconfig and pkgconfig logic).
