Is the special PYTHONPATH handling for RST neccessary?

Description
The RSB python packages (at least when installed through PyPI, don't know about manual installations) are installed in a way that only having the .../site-packages folder of the installation prefix is enough to have python finding the packages/modules. With RST this is not the case and you have to put the .egg files themselves on the PYTHONPATH, which is a bit cumbersome and really clutters the PYTHONPATH.
I don't really have a clue about python packaging, so I'm quite puzzled why this is necessary in one case (RST) and not in the other (RSB) and if there is no possibility of building RST in a way that makes this unnecessary.
