Logging system configuration from config file does not work on windows

Description
Despite the fact that the general rsb config file from %USERPROFILE%/.config/rsb.conf is parsed and processed for the connector configuration, the configuration of the logging system from RSC does not work at all with that file.

Could be an Robotics Systems Commons bug.

I am not sure because RSB triggers the configuration process. Will have to investigate this.

There were environment variables defined overriding the properties.
