Including CCA via cmake find_package disturbs RST_INCLUDES

Adapted config to only export rst as dependency if rst not yet includes
- Always including rst led to errors, if previously configured with sandbox component, because cca includes rst without sandbox component, therefore overwriting rst pathes without sandbox pathes
