Description
for a binary package the presence of this files is mandatory, according to the debian policy manual :
http://www.debian.org/doc/debian-policy/ch-docs.html#s-changelogs
If an upstream changelog is available as plain text, it should also be put here under the name changelog.gz
The presence of these files is expected by some tools like deb-reversion (tool that could be used to change a package name to differentiate between distributions"
