FindProtocolBuffers macro doesn`t handle specified PROTOBUF_ROOT correct

Description
When specifying a PROTOBUF_ROOT for the FindProtocolBuffers cmake macro, library is found in the specified PROTOBUF_ROOT, but headers are still found in the system path which leads to conflicting versions.
Don`t know why this is happening though.
Associated revisions
Fixed to set rigth include path if PROTOBUF_ROOT is specified
