Reduce auto-refresh intervals

Description
Constant auto-refreshes seem to be costly for the backends. At least reduce the available auto-refresh options to more reasonable ranges and defaults to reduce the constant load.

Unify time ranges and update intervals
Provides common time ranges, update intervals and defaults for all
dashboards. Update rates have been limited to prevent heavy load on the
database.
